Google Doesn't Provide Deletion of All
Google does not provide any means to remove all pictures and videos in Google Photos
Google initially tricked people in to use Google Photos for their pictures and videos by promising free unlimited storage for life. This was not true. In 2021 Google changed these terms. Additionally, they now make it very difficult and tedious to remove all pictures and videos from Google Photos to use some other service in order to free up some Google Drive space. The "easier" option would be to pay Google to get more storage.
Below is the chat I had with Google Support regarding this issue.

What we can recommend is that you will need to follow the instruction bellow to delete the Google photos:
Open the storage management tool ( https://photos.google.com/quotamanagement )
Under "Review and delete," select any category.
Select the items you want to delete. You can select up to 250 items at a time.
Select Move to trash.
